.<\/span>
\nUn informe de la Contralor\u00eda General de la Rep\u00fablica efectuado a la Corporaci\u00f3n Municipal de Fomento de Desarrollo Comunal, Cultural y Productivo de Tierra Amarilla (Cordeta) cuestiona los gastos del organismo y su constituci\u00f3n.<\/p>\nEl periodo de an\u00e1lisis se extiende desde el 1 de marzo y el 30 de agosto de 2016. Respecto a su conformaci\u00f3n, en el documento se se\u00f1ala que el alcalde y otros funcionarios municipales integran el directorio de la corporaci\u00f3n municipal, algo que no deb\u00eda ocurrir ya que \u00abno resulta procedente por no existir disposici\u00f3n normativa alguna que faculte para integrar en esa calidad, corporaciones de derecho privado\u00bb, dice el documento.<\/p>\n
Agrega que \u00absi existen personas que integren una corporaci\u00f3n y conservan la calidad de funcionario de la municipalidad respectiva, tal como acontece con don Osvaldo Delgado, alcalde, Jaime Bahamondes Cabrera, administrador municipal, Luis Gajardo, director de administraci\u00f3n y finanzas, dicha entidad no puede recibir aportes o subvenciones de esta, ni obtener ning\u00fan tipo de beneficio econ\u00f3mico (…) porque de lo contrario se producir\u00eda un conflicto de inter\u00e9s\u00bb, se\u00f1ala el informe.<\/p>\n
FAMILIARES<\/strong>
\nOtro de los cuestionamientos es que Bernarda Flores Quevedo, quien en ese periodo se desempe\u00f1aba como la secretaria ejecutiva de la Cordeta, es sobrina del alcalde de la comuna.<\/p>\nLa Cordeta contrat\u00f3 a la empresa Likar Spa, para \u00abla prestaci\u00f3n de servicios generales de aseo, seguridad, apoyo t\u00e9cnico y soporte inform\u00e1tico por el plazo de 10 meses a contar del 1 de marzo de 2016 por la suma de $214.000.000, IVA incluido, el que se paga en forma mensual por $21.400.000\u00bb.<\/p>\n
Seg\u00fan el informe, sobre Likar Spa se conocieron \u00ablos contratos de 12 personas que en total reciben la suma de $6.830.480 y la empresa $21.400.000\u00bb.<\/p>\n
El due\u00f1o de la sociedad, seg\u00fan el documento, es miembro de la Cordeta y la mayor\u00eda de las personas contratadas por esta empresa para realizar los servicios corresponden a parientes del alcalde y de do\u00f1a Bernarda Flores, quien en esa \u00e9poca era la secretaria ejecutiva del organismo. Los parientes eran nueve personas, entre ellos el padre de Flores Quevedo, adem\u00e1s de sobrinos, cu\u00f1ados y t\u00edos del alcalde.<\/p>\n
Respecto a este contrato con la empresa Likar SPA, por el cual se pag\u00f3 $64.200.000 se deber\u00e1 informar a la Contralor\u00eda en un plazo no superior a 60 d\u00edas, ya que seg\u00fan el organismo estos servicios no corresponden \u00aba acciones que vayan en favor de los habitantes de la comuna y el municipio aportante no recibe beneficio alguno\u00bb, se indica en el texto.<\/p>\n
Adem\u00e1s, se constat\u00f3 que 17 personeros municipales prestaban servicios de apoyo a Corporaci\u00f3n Municipal. Seg\u00fan la Contralor\u00eda, \u00abno procede que se destine personal municipal a prestar servicios en una instituci\u00f3n ajena a alg\u00fan servicio o entidad que integre la administraci\u00f3n del Estado\u00bb.<\/p>\n
TRANSFERENCIAS\u00a0<\/strong><\/p>\nOtro de los puntos es que se constat\u00f3 es que el municipio aprob\u00f3 convenios de transferencias de fondos por $111.298.609 en total para los programas: Tierra Amarilla disfruta el verano, Carnaval del Pullay y Renacer Cultural de Tierra Amarilla. Sin embargo, seg\u00fan el informe de Contralor\u00eda \u00abno consta el acuerdo del concejo municipal para otorgar los aportes para la realizaci\u00f3n de los programas respectivos\u00bb.<\/p>\n
Tambi\u00e9n hubo transferencias a la corporaci\u00f3n por la suma total de $150.000.000 y seg\u00fan el informe \u00abno consta que el concejo municipal haya dado su acuerdo de dichos aportes para gastos propios de la corporaci\u00f3n municipal, como tampoco se advirti\u00f3 la existencia de un decreto alcaldicio que lo aprobara\u00bb.<\/p>\n
MUNICIPALIDAD\u00a0<\/strong>
\nAl ser consultados respecto al tema, desde el \u00e1rea de comunicaciones de la municipalidad se inform\u00f3 que \u00aba\u00fan se encuentra pendiente el plazo legal de respuesta municipal a las indagaciones realizadas por parte de la Contralor\u00eda. Por lo tanto, una vez que las defensas municipales sean emitidas, esto es, durante marzo, conjuntamente dichas respuestas ser\u00e1n de uso p\u00fablico y derivadas a los medios de comunicaci\u00f3n interesados\u00bb.<\/p>\n\n
\nDENUNCIA EN LA SEREMI DE JUSTICIA<\/strong>
\nEl municipio tiene un plazo no superior a 60 d\u00edas h\u00e1biles para dar respuesta a las observaciones realizadas por la Contralor\u00eda General de la Rep\u00fablica respecto al informe.<\/p>\nEn agosto del a\u00f1o pasado, el entonces concejal de Tierra Amarilla, Cristian Palacios, solicit\u00f3 a la seremi de Justicia una fiscalizaci\u00f3n a la Cordeta, relacionada con la constituci\u00f3n, los gastos y actos del organismo, seg\u00fan se da a conocer en el informe de Contralor\u00eda.<\/p>\n<\/blockquote>\n
